Based on my professional experience, a strong FOIA program is often supported by a strong records management program, and a weak FOIA program is often the result of a weak records management program.

I believe that one cannot effectively exist without the other. To provide the best FOIA service to the American people, we need to build and maintain a strong records management program.

Without that foundation, FOIA will crumble.
